Vote to concur with senate amendments and pass a bill that authorizes 17 year old to cast a primary ballot if 18 by election day and increases access to rural voter services.

Highlights:

• Authorizes a person that is 17 years of age on the date of a primary election or presidential primary election and who will be 18 years of age on the date of the next general election, to vote in the primary election or presidential election (Sec. 3). 

• Specifies that an eligible elector who lives on an Indian reservation, but who does not have a postal service recognized residence address may register to vote using the address of the tribal council headquarters (Sec. 5). 

• Requires the Department of State to further develop the statewide voter registration database in order to minimize wait times at polling locations (Sec. 9). 

• Requires a high school deputy registrar to have an official application form available for pre-registration for each student who is 16 years of age (Sec. 10). 

• Authorizes an eligible elector who does not reside within the county, but wishes to vote at a polling location, to be entitled to receive a mail-in ballot (Sec. 36). 

• Requires the Secretary of State to reimburse counties for a one-time purchase of the voting equipment necessary to fulfill the requirements of this bill (Sec. 49).
