Title: Establishes K-12 Education Budget for Fiscal Year 2019-2020
Vote to adopt a conference report that establishes a k-12 education budget for the fiscal year 2019-2020.
Appropriates the following amounts to public schools of the state and to certain other state purposes related to education, for the 2019-2020 fiscal year (Sec. 11):
$13.3 billion from the state aid fund;
$75 million from the general fund;
An amount not to exceed $75.4 million from the community district education trust fund;
An amount not to exceed $1.9 million from the MPSERS retirement obligation reform reserve fund;
An amount not to exceed $40 million from the talent investment fund; and
An amount not to exceed $100 from the water emergency reserve fund.
Appropriates $1 million to the intermediate district that has a constituent district with the majority of its territory located within the boundaries of a city in which an executive proclamation of emergency is issued in the current or immediately preceding 4 fiscal years and that has at least 4,500 pupils in membership, to enroll children in school-day great start readiness programs, regardless of household income eligibility requirements (Sec. 11).
Allocates the following amounts to recognize differentiated instructional costs for different types of pupils in 2019-2020 (Sec. 28):
$7 million for isolated and rural districts;
$510 million for at risk, standard programming;
$12 million for at risk, addition payment;
$16 million for bilingual education for English language learners;
$689.1 million for special education, mandated percentages;
$60.2 million for special education, additional percentages;
$37.6 million for career and technical education, standard reimbursement; and
$10 million for career and technical education incentives.
Specifies that if a cyber school does not provide instruction at a specific location, all of the following apply (Sec. 8):
If the cyber school is authorized by an intermediate district board, the cyber school is assigned to the jurisdiction of that intermediate district;
If the cyber school is authorized by a district board, the cyber school is assigned to the jurisdiction of the intermediate district in which the board is located; and
If the cyber school is authorized by the board of a community college or governing board of state public university, the cyber school is assigned to the jurisdiction of the intermediate district in which the administrative office of the cyber school is located.
