A vote to pass a bill that prohibits private prisons and ICE detention centers.
Prohibits the Department of Corrections and Rehabilitation from entering into a contract with a private, for-profit prison facility to incarcerate state prison inmates (Sec. 1).
Prohibits the Department from renewing an existing contract with a private, for-profit prison facility to incarcerate state prison inmates (Sec. 1).
Prohibits a state prison inmate from being incarcerated in a private, for-profit prison facility after January 1, 2028 (Sec. 1).
Specifies that a facility that is privately owned, but leased and operated by the Department does not qualify as a “private, for-profit prison facility” (Sec. 1).
Authorizes the Department to renew or extend a contract with a private, for-profit prison facility to provide housing for state prison inmates in order to meet requirements of any court-ordered population cap (Sec. 1).
Specifies that the bill is effective January 1, 2020 if signed (Sec. 1).
