Title: Establishes Stricter Requirements for Ballot Initiatives
Vote to pass a bill that would increase ballot initiative requirements.
Amends the requirements for initiative petitions by moving the mandatory filing date up from 4 months prior to the election to January 15 of the election year (Sec. 1).
Amends the requirements for initiative and referendum petitions by increasing the number of counties from which signatures are required from 15 to 45 (Sec. 2).
Requires that any challenge to the sufficiency of a state-wide initiative be filed by April 15 of the election year (Sec. 3).
Repeals the subsection of the Arkansas Constitution that allows a period of 30 days for the sponsors of a petition to provide replacement signatures for any that are deemed to be insufficient (Sec. 4).
Amends the requirements for the General Assembly to propose constitutional amendments to voters by requiring a three-fifths majority vote from each house rather than a simple majority (Sec. 6).
NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
