Title: Establishes Stricter Requirements for Ballot Initiatives

Vote to pass a bill that would increase ballot initiative requirements.

Highlights:

  • Amends the requirements for initiative petitions by moving the mandatory filing date up from 4 months prior to the election to January 15 of the election year (Sec. 1). 

  • Amends the requirements for initiative and referendum petitions by increasing the number of counties from which signatures are required from 15 to 45 (Sec. 2). 

  • Requires that any challenge to the sufficiency of a state-wide initiative be filed by April 15 of the election year (Sec. 3). 

  • Repeals the subsection of the Arkansas Constitution that allows a period of 30 days for the sponsors of a petition to provide replacement signatures for any that are deemed to be insufficient (Sec. 4).

  • Amends the requirements for the General Assembly to propose constitutional amendments to voters by requiring a three-fifths majority vote from each house rather than a simple majority (Sec. 6). 

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
