Vote to pass a bill with amendment that establishes a state wide individual mandate program.
Requires the Franchise Tax Board to report to the state legislature on the following information, on or before March 1, 2022, and each following year (Sec. 1):
The minimum essential coverage individual mandate;
The individual shared responsibility penalty; and
State financial subsidies paid for health care coverage.
Establishes the California Health Benefit Exchange, also known as Covered California, to facilitate the enrollment of qualified individuals and qualified small employers in qualified health plans (Sec. 1).
Specifies that the Patient Protection and Affordable Care Act requires individuals and any dependents of the individual to maintain minimum essential coverage, and failure to do so will result in a penalty for the individual or household (Sec. 1).
Requires the report to the state legislature to document (Sec. 1):
The total number of applicable households paying the penalty and the total number of dependents for whom the applicable household pays the penalty;
The total penalty amounts imposed by county and adjusted income class;
The total statewide penalty imposed and the total number of exemptions applied, as well as common qualifications for exemptions applied;
The number of applicable households paying the penalty and the number of dependents within these households paying the penalty, by federal poverty level category; and
The number and amount of state financial subsidies paid and adjustments made through reconciliations, by county and by federal poverty level category.
