Title: Establishes a Constitutional Amendment Referral for Allowing Campaign Contribution and Expenditure Limits

Vote to pass with amendment a joint resolution that authorizes various governing bodies to enact campaign finance reform.

  • Authorizes the Legislative Assembly, the governing body of a city, county, municipality, or district empowered by law or by this Constitution to enact legislation, or the people through the initiative process, to enact laws or ordinances within its jurisdiction that (Sec. 8):

    • Limit contributions connected to political campaigns or that influence the results of any election in a way that does not prevent candidates and political committees from getting the necessary resources for effective advocacy;

    • Require the disclosure of contributions or expenditures connected to political campaigns or that influence the outcome of any election;

    • Require advertisements connected to political campaigns or that influence the outcome of any election, to identify the persons or entities that funded the advertisement; and

    • Limit expenditures connected to political campaigns or that influence the outcome of any election to the extent permitted under the Constitution of the United States.

  • Establishes that this proposed amendment will be submitted to the people for their approval or rejection at the next regular general election held throughout Oregon (Sec. 8).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
