Title: Establishes Ballot Measure for Infrastructure Bonds

In accordance with Section 21 of Article IX of the Maine Constitution, a two-thirds vote is necessary in both chambers when a bill requires 1 or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures.

    • Facilitating the development of renewable energy resources; and 

    • Creating local jobs related to the building of renewable energy facilities and installation of energy-efficient equipment.
