In accordance with Section 21 of Article IX of the Maine Constitution, a two-thirds vote is necessary in both chambers when a bill requires 1 or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures.

Authorizes $10 million in bonds, grants, and trusts to be awarded to local municipalities for the purchase of solar arrays, high-efficiency ductless heat pumps, and modern wood heating systems for buildings and property owned by municipalities and school administrative units (Part D, Sec. D-6).
Defines “Community conservation project” as a conservation project of local or regional significance that promotes one or more of the following, including (Part G, Sec. G-1):
Public outdoor recreational access to land and waters for underserved populations;
Public health and protection of public drinking water supplies;
Connections between conserved lands and population centers;
Local or regional agricultural production and conservation of community forests;
Conservation of cultural and historical resources on undeveloped lands;
Protection of lakes, rivers, or streams and conservation of fish or wildlife habitat;
Local economic development; and
Opportunities for environmental learning and nonmotorized transportation options.
Establishes the Municipal Energy and Efficiency and Renewable Energy Program in order to support municipalities and school administrative units in the following, including (Part E, Sec. E-1):
Reducing energy costs and carbon emissions;
Facilitating the development of renewable energy resources; and
Creating local jobs related to the building of renewable energy facilities and installation of energy-efficient equipment.
