• Authorizes $10 million in bonds, grants, and trusts to be awarded to local municipalities for the purchase of solar arrays, high-efficiency ductless heat pumps, and modern wood heating systems for buildings and property owned by municipalities and school administrative units (Part D, Sec. D-6).

• Defines “Community conservation project” as a conservation project of local or regional significance that promotes one or more of the following, including (Part G, Sec. G-1):

• Public outdoor recreational access to land and waters for underserved populations;

• Public health and protection of public drinking water supplies;
