- Bans funds to any government that supplies “lethal military equipment” to any nation supporting international terrorism.
- Withholds funds to North Korea until the President notifies Congress that North Korea does not have nuclear weapons, has stopped its weapons programs, and has not exported weapons-grade plutonium.
- Expresses the sense of Congress that funds should be withheld from Haiti unless authorized by Congress, temporary deployment of troops is necessary to protect or evacuate American citizens or is in the interest of U.S. national security, or the President justifies the intended deployment of troops through a specified report.
- $6.51 billion for the Agency for International Development, including $2.36 billion for the economic support fund, $839 million for assistance to new independent states of the former Soviet Union, and $882 million for the development assistance fund.
- $3.15 billion for the foreign military financing program.
- $846.24 million for the State Department, including $671 million for migration and refugee assistance, $100 million for international narcotics control.
- $382 million for international organizations and programs.
- $221.75 million for the Peace Corps.
