Title: Establishes Zero-Emission Vehicle Use Goals
Vote to pass a bill that establishes zero-emission vehicle use goals.
Establishes the following goals for the Legislative Assembly (Sec. 1):
To transform the motor vehicle market by 2035;
To provide programs and support for the acceleration of Oregonians’ purchase and use of zero-emission vehicles; and
To regularly evaluate the adoption and use of zero-emission vehicles.
Defines “zero-emission vehicle” for this section as a battery electric vehicle, a plug-in hybrid electric vehicle or a hydrogen fuel cell vehicle or any type of vehicle defined by the State Department of Energy or the Environmental Quality Commission by rule as a “zero-emission vehicle” if the vehicle’s type and fuel are consistent with the goals specified in this section (Sec. 1).
Requires the State Department of Energy to submit a report on the adoption of zero-emission vehicles in Oregon and the progress Oregon is achieving in reducing greenhouse gas emissions in the transportation sector, to the Governor and an interim committee of the Legislative Committee (Sec. 2).
Requires state agencies to purchase or lease zero-emission vehicles for at least 25 percent of new sate light-duty vehicle purchases and leases by 2025 (Sec. 3).
Requires state agencies with infeasible circumstances to purchase or lease light-duty vehicles capable of using alternative fuel and that meet the requirements of the Comprehensive National Energy Policy Act of 1992 (Sec. 3).
Authorizes school districts that have conducted fleet audits to expend funds received under this section for purchasing or leasing zero-emission vehicles, including buses, and for purchasing or installing vehicle charging stations (Sec. 7).
