    • Receiving any payment connected to the detention of individuals in a detention facility owned, managed, or operated by a private entity; or

    • Providing any monetary incentive or benefit to any private entity or person connected to the sale, purchase, construction, development, ownership, management, or operation of a detention facility that is or will be owned, managed, or operated by a private entity.

  • Authorizes the State, a unity of local government, or any sheriff that owns, manages, or operates a detention facility to have contracts with private entities or persons for the purpose of providing ancillary services in that facility (Sec. 20).

  • Specifies that this Act will control if there is a case in which this Act conflicts with any other law (Sec. 25).
