Title: Establishes a Statewide Customer Use Online Energy Data Platform
Vote to pass a bill that establishes a state wide multi-used online energy data platform for customers.
Requires electric and natural gas utilities to create and operate a multi-use, online data platform that provides access to information about personal energy usage to consumers and stakeholders and will (Sec. 2):
Have a common foundation of energy data;
Adhere to particular and well-documented standards;
Include a user-friendly interface;
Provide a logical data model that clarifies the relationships between different types of data;
Permit sharing data under the opt-in requirements for third party access defined in RSA 363:38;
Keep the platform secure in accordance with constitutional and statutory privacy rights; and
Help municipal utilities and deregulated rural electric cooperatives by providing for their voluntary involvement, sharing data and operating the online energy data platform.
Requires an adjudicative proceeding process in which the involved electric and natural gas utilities will decide (Sec. 2):
Governance, development, and implementation; and
Standards regarding data accuracy, retention, availability, privacy, and security.
The utilities have the power to (Sec. 2):
Charge third parties for data access through the multi-use, online data platform; and
Retrieve the costs from customers in a manner approved by the commission.
Specifies the bill will go into effect 60 days after its passage.
