Vote Smart's Synopsis:

Vote to pass a bill that establishes a state wide multi-used online energy data platform for customers.

Highlights:

• Requires electric and natural gas utilities to create and operate a multi-use, online data platform that provides access to information about personal energy usage to consumers and stakeholders and will (Sec. 2):

• Have a common foundation of energy data;

• Adhere to particular and well-documented standards;

• Include a user-friendly interface;

• Provide a logical data model that clarifies the relationships between different types of data;

• Permit sharing data under the opt-in requirements for third party access defined in RSA 363:38;

• Keep the platform secure in accordance with constitutional and statutory privacy rights; and

• Help municipal utilities and deregulated rural electric cooperatives by providing for their voluntary involvement, sharing data and operating the online energy data platform. 

• Requires an adjudicative proceeding process in which the involved electric and natural gas utilities will decide (Sec. 2):

• Governance, development, and implementation; and

• Standards regarding data accuracy, retention, availability, privacy, and security.

• The utilities have the power to (Sec. 2):

• Charge third parties for data access through the multi-use, online data platform; and

• Retrieve the costs from customers in a manner approved by the commission.

• Specifies the bill will go into effect 60 days after its passage.
