Title: Amends Medicaid Work Requirements

Vote to pass a bill that amends requirements for work and community engagement for the New Hampshire Granite Advantage Health Care Program and Increases the Amount of Funding Sources.

Highlights:

 

  • Repeals work and community engagement requirements for eligibility into the New Hampshire Granite Advantage Health Care Program under any of the following circumstances (Sec. 4):

    • 500 people or more have had their Medicaid eligibility and/or are disenrolled from the program as a result of noncompliance;

    • Providers experience and report to the commission an increase in uncompensated care as a result of beneficiaries being suspended or disenrolled due to non-compliance; or

    • If the commissioner reports to the commission by July 1st, 2019, a projection that the number of beneficiaries suspended or disenrolled as a result of noncompliance is greater than 500, then the commission must, by majority vote, require the commissioner to notify that the work and community engagement requirement will be immediately eliminated.

  • Authorizes deposits into the New Hampshire Granite Advantage Health Care Trust Fund to include general funds if they are a last resort and the commissioner determines that the federal match rate of 90 percent is met (Sec. 6).

  • Requires applicants for the Granite Workforce to be enrolled in the New Hampshire Granite Advantage Health Care Program, whether or not the applicant is subject to the work and community engagement requirement (Sec. 10).
