• Prohibits a minor under the age of 16 from being issued a marriage license or entering a marriage contract

• Specifies that a minor between the ages of 16 and 17 may not sign a marriage contract with an individual who is of the majority (18 years old) where there is an age difference of four years or greater between them (Sec. 1).
