Highlights:

• Defines a “fantasy contest” as a simulated game of skill in which both of the following are true (Sec. 2):

• Winning outcomes are determined predominantly by accumulated statistical results of performance of individual athletes in actual sporting events; and

• Winning outcomes are not based on the score, point spread, or any performance of any single actual sports team or combination of teams or sole on any performance of an individual athlete in any single sporting event.

• Defines a “fantasy contest operator” as a person or entity that offers fantasy contests with an entry fee for a cash prize to the general public (Sec. 2).

• Requires fantasy contest operators to annually pay a tax equal to 10 and one-half percent of the fantasy contest operator’s gross fantasy contest revenues from the immediately preceding 12-month period (Sec. 3).
