Vote Smart's Synopsis:

Vote to pass a bill that establishes a state lottery system to oversee sports wagering.

Highlights:

• Defines “sports wagering” as accepting wagers on sporting events or portions of sporting events, or on the individual performance statistics of athletes in a sporting event, or series of sporting events, including, but not limited to (Sec. 5):

• In-person wagering; and

• Over the internet through websites and on mobile devices.

• Specifies that “sports wagering” does not include any wagers outside the state or any fantasy or simulated game or contest in which the participants own, manage, or coach imaginary teams (Sec. 5).

• Defines “sports wagering license” as a license issued by the state lottery that authorizes the operation of sports wagering (Sec. 5).

• Prohibits vendors from accepting wagers from the following (Sec. 12):

• Collegiate sports athlete;

• Coach, assistant coach, or team staff;

• Team owner;

• Referee; or

• Employee.

• Prohibits sports wagers and bets be sold to individuals under the age of 18 (Sec. 12).
