Vote to pass a bill that prohibits local officials from regulating industrial farms.

Highlights:

• Establishes the “Joint Committee on Agriculture” which comprises five members of the Senate, five members of the House of Representatives, and the Director of the Department of Natural resources (Sec. A).

• Specifies that the Senate members will be appointed by the president pro tempore and the minority floor member of the senate, and the House members will be appointed by the speaker and the minority floor leader of the House (Sec. A).

• Specifies that non party shall be represented by more than 3 members from the senate no more than 3 members from the house, and a majority of the members of the committee will constitute a quorum (Sec. A).

• Authorizes the committee to conduct research on the following topics, including but not limited to (Sec. A):

• The economic impact of Missouri’s agricultural industry, including its contribution to state and local tax revenues;

• Requires all liquefied manure from a concentrated animal feeding operation that is purchased or received by a third party and is surface-applied shall maintain an application setback of at least (Sec. A):

• 50 feet from a property boundary;

• 300 feet from any public drink water lake;

• 300 feet from any public drinking water well;

• 300 feet from any public water intake structure;

• 100 feet from any perennial and intermittent streams without vegetation abutting such streams; and

• 35 feet from any perennial and intermittent streams with vegetation abutting such streams.
