Title: Establishes a Constitutional Amendment to Create a State Lottery

Highlights:

 

  • Requires that each fiscal year the proceeds from the state lottery get applied first to the payment of expenses of administering and operating the state lottery, including the payment of all prizes, and the balance of the proceeds remaining after the payments shall be deposited in the Alabama Trust Fund for the repayment of transfers made to the State General Fund in the fiscal years 2013, 2014, and 2015 (Part II, Sec. 2).

  • Requires the legislature to create and enact legislation regulating the control, management, and operation of the lottery (Part II, Sec. 2).

  • Specifies that the lottery games authorized will be limited to the sale of paper tickets for various infrastructure and multi-state or multi-sovereign lottery games and instant tickets (Part II, Sec. 2).

  • Definies “instant tickets” as a lottery game in which a player manipulates a paper ticket to determine if the player has won (Part II, Sec. 2).

  • Defines “video lottery” or “video lottery terminal” excluded by this bill refers to any electronic interactive game, machine, or device equipped with a video screen and buttons, keys, touchscreen, or other input method allowing input by a player and into which the player inserts coins, tokens, or other type of currency in order to play the game (Part II, Sec. 2).

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME EFFECTIVE.
