A vote to pass a bill that authorizes sports betting.

Highlights:

• Defines “sports wagering” as the acceptance of wagers on an authorized sporting event by any system of wagering as authorized by the commission (Sec. 3).

• Specifies that “Sports wagering” does not include placing a wager on the performance of any individual athlete participating in a single game or match of a collegiate sporting event in which a collegiate team from this state is a participant, or placing a wager on the performance of athletes in an individual international sporting event governed by the international olympic committee in which any participant in the international sporting event is under 18 years old (Sec. 3).

• Defines “authorized sporting event” as a professional sporting event, collegiate sporting event, international sporting event, or professional motor race event. It does not include a fantasy sports contest, minor league sporting event, or any athletic event or competition of an interscholastic sport (Sec. 3).

• Authorizes the commission to impose an initial license fee of $45,000 and to conduct sports wagering and gambling games (Sec. 10).

• Authorizes the commission to impose an annual renewal fee for $10,000 to conduct sports wagering (Sec. 10).

• Authorizes a licensee to do all of the following (Sec. 10):

• Include on their internet site or mobile application used by the licensee to conduct advance deposit sports wagering, problem gambling information and extensive responsible gaming features; and

• Establish sports wagering rules that specify the amounts to be paid on winning sports wagers on their internet site or mobile application.

• Requires a 6.75 percent tax to be imposed on operators for sports wagering net receipts received each fiscal year (Sec. 16).

• Requires a 0.75 tax to be imposed on operators for educational, civic, public, chartible, patriotic, or religious uses for sports wagering net receipts for each license year (Sec. 8).

• Defines “sports wagering net receipts” as the gross receipts less winnings paid to wagerers on sports wagering (Sec. 3).

• Authorizes the “commission” to have full jurisdiction to regulate, license, and supervise internet fantasy sports contests and internet fantasy sports contest service (Sec 28).

• Authorizes the commission to investigate alleged violations of this Act, and take appropriate actions to enforce wagering rules, including fines or the revocation and suspension of licenses (Sec. 28).

• Specifies that an individual who willfully fails to comply with the requirements and rules of this Act will be liable for a civil penalty of no more than $1,000 for each violation, not to exceed $10,000 for violations arising out of the same transaction or occurrence (Sec. 35).

• Specifies that violations of legal age participation in internet fantasy sports contests will result in a $500 fine (Sec. 43).
