Title: Appropriates $12 Million for Census Outreach
Vote to pass a bill that appropriates $12 million to encourage participation in the 2020 US Census.
Establishes a 2020 Census Outreach Grant Program to provide grants to eligible recipients to support the accurate count of the population for the 2020 Census (Sec. 2).
Defines “eligible recipients” as an entity that is eligible to receive a grant and includes the following (Sec. 2):
Local governments;
Intergovernmental agencies;
Councils of government;
Housing authorities;
School districts;
Nonprofit organizations;
The Southern Ute Indian Tribe; and
The Ute Mountain Ute Tribe.
Requires the Department of Local Affairs to develop policies and procedures to implement and administer the grant program (Sec. 2).
Requires the Department to develop policies that specify the terms under which an eligible recipient will return state grant money that has not been spent by June 30, 2020 (Sec. 2).
Specifies that eligible recipients may use the grant money to conduct 2020 Census outreach, education, and promotion to focus on hard-to-count communities in the state, and increase response rate and accuracy of the census (Sec. 2).
Specifies that eligible recipients may use the grant money to further award grant money to other local governments, intergovernmental agencies, councils of government, housing authorities, school districts, or nonprofit organizations, as long as the grant money is used for census outreach as described above (Sec. 2).
Appropriates $6 million to the Department for the 2019-202 fiscal year, to administer the 2020 census outreach program (Sec. 3).
