  • Prohibits a woman who has or attempts to have a dismemberment abortion, be prosecuted for a violation or conspiracy to violate this act (Sec. 1).

  • Specifies that this act becomes effect on the 13th day after (Sec. 2):

    • The adoption of an amendment to the United States Constitution which restores the state’s authority to prohibit abortion; or

    • The attorney general certifies to the legislative council the issuance of the judgment in any decision of the US Supreme Court which restores to the state’s authority to prohibit abortion.
