Title: Amends Medicaid Eligibility Requirements

Highlights:

  • Authorizes the director of Department of Health and Welfare to ensure placement of participants into the appropriate benchmark plan, establish a health risk assessment which includes questions relating to substance use disorders to allow referral to treatment for such disorders by the department (Sec. 1).

  • Authorizes the director to research options and apply for federal waivers to enable cost-effective use of Medicaid funds to pay for substance abuse and/or mental health services (Sec. 1).

  • Requires that if federal financial participation for person is reduced below the 90 percent commitment described, then the house and senate committees of health and welfare will review the effects of such a reduction and make a recommendation to the legislature as to whether Medicaid eligibility expansion should remain in effect (Sec. 4).
