Vote to pass a bill that expands Medicaid coverage in the state.

Highlights:

 

  • Authorizes the state Department of Health and Environment to establish, administer, and promote about “KanCare bridge” to potential eligible individuals who live in medically underserved areas of the state (Sec. 1).

  • Authorizes medical assistance to be granted to any adult under 65 years of age who is not pregnant and whose income does not exceed 133% of the federal poverty level, on or after January 1, 2020 (Sec. 2).

  • Requires the Department to refer all non-disabled adults who are unemployed or working fewer than 20 hours per week to the state’s existing training programs and work search resources, as a condition of the program (Sec. 3).

  • Specifies that full-time students and parents with minor children in their home may be exempted from work resources referrals (Sec. 3).

  • The Department may establish a health insurance cover premium assistance program for individuals who meet the following requirements (Sec. 4):

    • The individual has an annual household income of no more than 133% of the federal poverty level, based on the modified adjusted gross income set forth in the Affordable Care Act; or

    • The individual is eligible for health insurance coverage through an employer but cannot afford the health insurance premiums.

  • Requires that the coverage assistance program must limit an individual’s payment for health insurance coverage to not exceed 2% of the individual’s annual income (Sec. 4).

  • Authorizes the Department to charge up  each person enrolled under the KanCare program a $25 monthly fee, up to a maximum of $100 per month per family household, as a condition of participation in the program (Sec. 14).
