Vote to pass with amendment a bill that prohibits parental exemptions of the measles vaccine.

Highlights:

• Prohibits the use of a philosophical or personal objection to be used to exempt a child from the measles, mumps, and rubella vaccines (Sec. 2).

• Authorizes reasons for which a healthcare practitioner to certify that a vaccine is not advisable for a child include the following, but are not limited to, if the child has a biological parent, brother, or sister, with a documented history of immune system problems or a documented adverse reaction to a particular vaccine required by rule of the state Board of Health (Sec. 2).

• Prohibits a child day care center licensed by the state from allowing an employee or volunteer on the day care premises, who has not provided the child day care center with the following documentation (Sec. 3):

• Immunization records indicating that they have received the measles, mumps, and rubella vaccine; or

• Proof of immunity from measles through documentation of laboratory evidence of antibody titer or a health care provider’s attestation of the person’s history of measles sufficient to provide immunity against measles.

• Authorizes a child day care center to allow an individual to be employed or volunteer on the premises for up to 30 calendar days if they sign a written attestation that they have received the measles, mumps, and rubella vaccine or is immune from measles but requires additional time to obtain and provide the required records (Sec. 3).

• Authorizes the child day care center to allow an individual to be employed or volunteer on the premises if the individual provides the child day care center with a written certification signed by a health care practitioner that the measles, mumps, and rubella vaccine is, in the practitioner’s judgment, not advisable for the individual (Sec. 3).
