Vote to pass a bill that increases the threshold for ballot initiative requirements.

Highlights:

• Requires petitions to be entitled to final filling and consideration by the secretary of state, to be affixed thereto and signatures of legal voters equal in number to not less than 10 percent of the qualified electors at the time of the last general election in each of at least 32 legislative districts (Sec. 4).

• Requires the total number of signatures to be equal to or greater than 10 percent of the qualified electors of the state at the time of the last general election (Sec. 4).

• Requires an initiative petition to embrace one subject and matters properly connected with it (Sec. 1).

• Authorizes the initiative to contain an effective date of, if passed, no sooner than July 1 of the following year the vote on the ballot initiative (Sec. 1).

• Requires, that if no effective date is specified in the petition, the effective date of an initiative that has been approved by the electorate to be July 1 of the following year (Sec. 1).  

• Requires the sponsor of an initiative to propose a funding source for the cost of implementing the measure (Sec. 1).

• Requires the proposed funding source information, financial management to accompany a copy of the initiative when it is circulated for signatures and filed with the secretary of state (Sec. 1).

• Specifies that the proposed funding source information will not be formally part of the initiative and will have not binding effect (Sec. 1).
