Vote Smart's Synopsis:

Vote to pass a bill that authorizes the Governor to hire or remove heads of certain state agencies.

Highlights:

• Requires the State Transportation Commission to consist of an at-large member and one member from each of the eight districts of the state (Sec. 1).

• Requires the members of the Commission to be as follows (Sec. 1):

• Members from districts 5,6,7, and 8 and the at-large member to be appointed by the Governor;

• Members from Districts 2 and 3 to be appointed by the Speaker of the House; and

• Members from District 1 and 4 to be appointed by the President of the Senate.

• Requires the members of the Commission to receive an annual salary of $4,800, payable monthly, and each member to be entitled to receive travel expenses (Sec. 1).

• Requires each member to serve at the pleasure of their appointing authority and can be removed or replaced without cause (Sec. 1).

• Prohibits any member of the Commission from voting on any issue in which the member has a direct financial interest (Sec. 1).

• Requires the Director of the Department of Transportation to be an ex officio member of the Commission, but to be entitled to vote only in case of a tie vote (Sec. 1).  

• Requires the director of the Department of Transportation to be appointed by the Governor with the advice and consent of the Senate, and will serve to the pleasure of the Governor.

• Authorizes the removal and replacement without cause of the Director (Sec. 1).

• Authorizes the Director to be removed from office by a two-thirds vote of the members elected to and constituting each chamber of the Legislature (Sec. 1).
