Vote to pass a bill that authorizes the use of medical marijuana by smoking.

Highlights:

• Authorizes the purchase of up to 2.5 ounces of medical marijuana during a period of 35-days (Sec. 1).

• Authorizes the possession of up to 4 ounces of smokable medical marijuana (Sec. 1).  

• Prohibits the smoking of medical marijuana in public places (Sec. 1).

• Requires medical marijuana to be purchases from state-authorized operators (Sec. 1).

• Authorizes the purchase of medical marijuana smoking devices from treatment centers and other retail outlets (Sec. 1).

• Authorizes terminally in patients patients under the age of 18 to smoke medical marijuana only if they have the second opinion from another pediatrician, with permission from the patient’s parent or guardian (Sec. 1).

• Prohibits the smoking of medical marijuana at an indoor work environment (Sec. 1).

• Requires a patient or the patient’s parent or guardian to provide written consent acknowledging the potential side effects of marijuana usage, including the negative health effects associated with smoking (Sec. 1).

• Requires the state university system’s Board of Governors to designate a university to establish a “Consortium for Medical Marijuana Clinical Outcomes Research” (Sec. 1)

• Requires physicians to submit an application to the board if the physician believes non-terminally ill patient would benefit from medical marijuana (Sec. 1)

• Prohibits medical marijuana treatment centers from selling pre-rolled marijuana cigarettes wrapped with tobacco or hemp paper (Sec. 1).

• Requires medical marijuana packages to be clearly labeled with a prominent warning that states adverse health effects of smoking marijuana (Sec. 1).

• Authorizes an annual $1.5 million for research funding to the Consortium for Medical Marijuana Clinical Outcomes Research (Sec. 3).
