• Amends current law over the primary date in the state of Washington by replacing the “Fourth Tuesday in March” primary date with the “Second Tuesday in March” (Sec. 1).

• Specifies that the proposed date must not be prior to the earliest date permitted by the national rules of the major political parties (Sec. 1).

• Requires a ballot for a party contain a place for the voter to indicate their preference for having delegates to the party’s national convention remain uncommitted (Sec. 3).
