Highlights:

Authorizes the Oregon Health and Science University Board of Directors authority to exempt a student who is not a citizen from paying nonresident tuition and fees for enrollment (Sec. 3).

Authorizes a student at a post-secondary institution who is not a citizen of the United States to receive financial aid from the Higher Education Coordinating Commission (Sec. 4).
