Vote to pass a bill that increases the minimum wage to $15 an hour.

Highlights:

 

  • Authorizes the General Assembly to implement emergency rules that may be adopted by the Department of Labor in order to provide for the expeditious and timely implementation of this act (Sec. 5).

  • Specifies that employers with fewer than 50 full-time employees may claim credit against payments due under this act for each qualified employee in the amount equal to the maximum credit allowed for the period of January 1, 2020 through December 31, 2027 (Sec. 10).

  • Requires that every employer pay each of their employees who is 18 years old or older an average wage per hour as follows, including (Sec. 15):

    • $9.25 from January 1 through June 30, 2020;

    • $10.00 from July 1 through December 31, 2020;

    • $11.00 from January 1 through December 31, 2021;

    • $12.00 from January 1 through December 31, 2022;

    • $13.00 from January 1 through December 31, 2023;

    • $14.00 from January 1 through December 31, 2024; and

    • $15.00 on or after January 1, 2025.

  • Requires that every employer pay each of their employees who is under the age of 18 years old and has worked over 650 hours for their employer during any calendar year an average wage per hour as follows, including (Sec. 15):

    • $8.00 from January 1 through December 31, 2020;

    • $8.50 from January 1 through December 31, 2021;

    • $9.25 from January 1 through December 31, 2022;

    • $10.50 from January 1 through December 31, 2023;

    • $12.00 from January 1 through December 31, 2024; and

    • $13.00 on or after January 1, 2025.

  • Authorizes the Department of Labor to issue random audits of employers in any industry in order to determine compliance under this act (Sec. 15).

  • Specifies that any employer found liable of an employee’s underpayment under this act be liable to the Department of Labor for an additional penalty of $1,500 to go towards the Department’s Wage Theft Enforcement Fund (Sec. 15).
