Title: Authorizes Charitable Gambling

A vote to pass a bill that authorizes charitable organizations to engage in gambling activities.

Highlights:

 

  • Extends the rights of organizations or groups of individuals that do not meet licensing requirements to hold a raffle if (Sec. 1):

    • The gross receipts are not more than $500, all raffle proceeds are donated to a charitable organization, and the organization or group of individuals holds no more than three raffles each year; or

    • The following requirements are met:

      • The organization has a special event raffle license issued by the department, and they follow the regulatory requirements in this chapter;

      • The organization holds a tax-exempt status under 26 U.S.C. sec. 501(c)(7);

      • The organization has no more than twelve raffles per year;

      • Each raffle complies with the department’s raffle standards and gets written approval from the department before the sale of the first raffle ticket;

      • The total receipts of each raffle are not more than $500,000; and

      • 100 percent of the net receipts of each raffle are donated to a charitable organization licensed by the department to conduct charitable gaming (Sec. 1).

  • Requires applicants who qualify under the conditions of the preceding highlight to submit an application for a special event raffle license (Sec. 1).
