Title: Prohibits Lobbyist Gifts to Government Officials

Highlights:

 

  • Prohibits officials appointed by the Governor and confirmed by the Senate from acting as a lobbyist until 6 months after they leave their post (Sec. 105.455).

  • Prohibits elected and appointed government officials from acting as lobbyists until 2 years after they leave their post (Sec. 105.455).

  • Prohibits employees of governing bodies from accepting gifts in excess of $5.00 per lobbyist per day (Sec. 105.458):

    • Exempts campaign contributions; or

    • Exempts family gifts.

  • Requires the registration of lobbyists that will include the names and addresses of lobbyists, their employees, and their clients and specifies that these records will be public (Sec. 105.473).

  • Requires that electronic communication between government bodies are transmitted to a public office computer or the custodian of records in the same format (Sec. 610.025).

  • Prohibits government staff from downloading or using software designed to send encrypted messages that automatically self-destruct (Sec. 610.025).
