Highlights:

• Establishes the Firearm Dealer License Certification Fund (Section 15-3).

• Requires any person who transferred or caused to be transferred any firearm, stun gun, or taser outside of the state, to record the name and address of the transferee (Sec. 15-5).

• Classifies the failure of a private seller to maintain transfer records of firearms, stun guns, or tasers made on or after the effective date of this amendatory Act, as a Class A misdemeanor for the first offense and a Class 4 felony for a second or subsequent offense (Sec. 15-5).
