Vote Smart's Synopsis:

Vote to pass a bill that amends the Murderer and Violent Offender Against Youth Registration Act.

Highlights:

• Authorizes individuals required to register under this act to file a Request for Review with the office of the State’s Attorney of the county in which he or she was convicted, and request that the office of the state’s Attorney review his or her registration information (Sec. 5).

• Requires the state’s Attorney, upon the request for review, to review the information provided by the offender and correct any errors before reporting the offender’s personal information to the Department of State Police (Sec. 5).

• Requires the state’s Attorney, if they make a determination to deny a request, to give the reason why and the information relied upon for denying the request for review (Sec. 5).

• Authorizes an offender to appeal the decision of the state’s Attorney to deny the request for review in the circuit court within 60 days of a denial of a request for review (Sec. 5).

• Requires the office of the state’s Attorney to provide the Department of State Police Registration Unit on all relevant case information that determines a registrant’s place on the registry, including the following information (Sec. 5):

• The name of the offender;

• The date of birth of the offender;

• The nature of the crime; and 

• The date of birth of the victim.

• Requires the Department of State Police to annually report the following information (Sec. 5):

• The number of registrants;

• The number of registrants per requisite offenses; and

• Biographical data.
