Highlights:
  • Appropriates $1.1 billion to the Office of the Secretary of the Department of Agriculture agricultural programs (Title I).

  • Appropriates $480 million to the Department of Agriculture for the Emergency Forest Restoration Program (Title I).

  • Appropriates $125 million to the Department of Agriculture for the Watershed and Flood Prevention Operations (Title I).

  • Appropriates $600 million to the Department of Commerce for the Economic Development Administration (Title II).

  • Appropriates $120.5 million to the National Oceanic and Atmospheric administration, related to the consequences of Hurricanes Florence and Michael, to remain available until September 30, 2020, as follows (Title II):

    • $3 million for repair and replacement of observing assets, real property, and equipment;

    • $11 million for marine debris assessment and removal;

    • $31.5 million for mapping, charting, and geodesy services;

    • $25 million to improve hurricane intensity forecasting, including through deployment of unmanned ocean observing platforms and enhanced data assimilation, flood prediction, forecasting, mitigation capabilities, and wildfire prediction, detection, and forecasting; and

    • $50 million for Title IX Fund grants.

  • Appropriates $150 million for Fisheries Disaster Assistance (Title II).

  • Appropriates $200 million to the Department of Defense for the operation and maintenance of the Marine Corps, for necessary expenses related to the consequences of Hurricanes Michael and Florence (Title III).

  • Appropriates $400 million for operation and maintenance of the air force related to the consequence of Hurricanes Michael and Florence (Title III).

  • Appropriates $715 million to the Corps of Engineers of the Civil Department of the Army for the construction of flood and storm damage reduction projects (Title IV).

  • Appropriates $225 million for the Mississippi River and Tributaries for necessary expenses to address emergency sitions at the Corps of Engineers projects and rehabilitate and repair damages to projects caused by natural disasters (Title IV).

  • Appropriates $115 million to the Department of Defense for military construction, navy and marine corps for the planning and design relating to the consequences of Hurricanes Florence and Michael on Navy and Marine Corps installations, which will remain available until September 30, 2023 (Title IX).

  • Appropriates $700 million to the Department of Defense for military construction, air force for the planning and and design, and construction expenses related to the consequences of Hurricane Michael until September 30, 2023 (Title IX).

  • Appropriates $1.6 billion to the Department of Transportation Federal Highway Administration's emergency relief program (Title X).

  • Appropriates $1.1 billion to the Department of Housing and Urban Development for the Community Development Fund relating to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation in the most impacted and distressed areas resulting from a major disaster that occurred in 2018 (Title X).
