Vote to pass a bill that increases requirements for certain state ballot initiatives.

Highlights:

• Specifies that no more than 15 percent of signatures for a petition may come from any 1 congressional district (Sec. 471).

• Prohibits any individual signature for a petition that exceeds the 15 percent of any congressional district limit shall be deemed invalid and not counted towards the ballot measure initiative (Sec. 471).

• Authorizes the Board of State Canvassers to make an official declaration of the sufficiency or insufficiency of an initiative petition no later than 100 days before the election in which the proposal is to be submitted (Sec. 477).

• Specifies that if an individual feels aggrieved by any determination made by the Board of State Canvassers regarding the sufficiency or inefficiency of an initiative petition the individual must file a legal challenge to the Board’s determination in the Supreme Court within 7 business days after the date of the official declaration (Sec. 477).

• Requires a petition under this section to clearly indicate at the top of the page in 12-point font whether or not the signature gatherer is a paid employee or a volunteer (Sec. 482).

• Specifies that if a paid signature gatherer circulates a petition then that individual must file a signed affidavit with the Secretary of State that indicates he or she is a paid signature gatherer (Sec. 482).
