  • Specifies that no more than 15 percent of signatures for a petition may come from any 1 congressional district (Sec. 471).

  • Prohibits any individual signature for a petition that exceeds the 15 percent of any congressional district limit shall be deemed invalid and not counted towards the ballot measure initiative (Sec. 471).

  • Authorizes the Board of State Canvassers to make an official declaration of the sufficiency or insufficiency of an initiative petition no later than 100 days before the election in which the proposal is to be submitted (Sec. 477).
