• Specifies that this act is for the purpose of proposing to the Maryland Constitution an amendment to authorize authorize the General Assembly to allow a qualified individual to register and vote at a precinct polling place on Election Day (Sec. 1).

• Requires individual to be the following during registration and voting time (Sec. 1):
