  • Requires the Governor to include the state of Maryland to include the state as a member of the U.S. Climate Alliance (Sec. 1).

  • Specifies that the only instance where the Governor can remove the state of Maryland from the U.S. Climate Alliance is when the General Assembly enacts a law to approve the withdrawal (Sec. 1).

  • Authorizes the Governor to report to the Senate on or before December 1, 2018 and subsequently each year thereafter on the states participation in the U.S. Climate Alliance, including, but not limited to (Sec. 1):
