Title: Energy and Water, Legislative Branch, and Military Construction and Veterans Affairs Appropriations Act, 2019

Vote to adopt a conference report that establishes the budget for the legislative branch, military construction, and veterans affairs.

Highlights:

  • Appropriates to the Department of Defense the following (Division C, Title I):

    • $1.02 billion to the Army for military construction;

    • $2.11 billion to the Navy and Marine Corps military construction; and

    • $1.44 billion to the Air Force for military construction.

  • Appropriates to the Department of the Army the following (Division A, Title I):

    • $125 million  for investigations;

    • $2.18 billion for construction;

    • $3.73 billion for operation and maintenance;

    • $200 million for the regulation of navigable waters and wetlands;

    • $150 million for expenses necessary to clean up contamination from sites in the United States resulting from work performed as part of the Nation’s early atomic energy program; and

    • $35 million for expenses necessary to prepare for flood, hurricane, and other natural disasters and support emergency operations repairs, and other activities in response to such disasters.

 

  • Appropriates to the Department of the Interior the following  (Division A, Title II):

    • $15 million to the Central Utah Project Completion Act;

    • $1.39 billion for the management, development, and restoration of water and related natural resources and for related activities;

    • $62 million for the carrying out the programs, projects, plans, habitat, restoration, improvement, and acquisition provisions of the Central Valley Project Improvement Act;

    • $35 million for the California Bay-Delta Restoration in the Water Supply, Reliability, and Environmental Improvement Act; and

    • $61 million for the policy, administration, and related functions in the Office of the Commissioner, the Denver office, and offices in the five regions of the Bureau of Reclamation.

  • Appropriates to the Department of Energy the following (Division A, Title III)

    • $2.37 billion for the Department of Energy expenses regarding energy efficiency and renewable energy;

    • $120 million for cybersecurity, energy security, and emergency in the Department of Energy Organization Act;

    • $156 million for electricity delivery activities in carrying out the Department of Energy Organization Act;

    • $1.32 billion for nuclear energy activities in carrying out the purposes of the Department of Energy Organization Act;

    • $1.49 billion for defense nuclear nonproliferation activities in carrying out the Department of Energy Organization Act; and

    • $841 for carrying out uranium enrichment facility decontamination and decommissioning, remedial actions, and other activities of title II of the Atomic Energy Act of 1954, and title X, of the Energy Policy Act of 1992.

  • Appropriates $208.39 million to the Senate for compensations of officers, employees, and others (Division B, Title I).

  • Appropriates $1.23 billion to the House of Representatives for salaries and expenses (Division B, Title I).
