Title: Amends Teacher Evaluation Process

Vote to pass a bill that amends the current process by which teachers are evaluated.

Highlights:

 

  • Amends the Ohio Teacher Evaluation System (OTES) and establishes a 1-year trial period for its implementation (Sec. 1).

  • Requires at least 2 measures of “high quality student data” to provide evidence of student learning attributable to the teacher being evaluated (Sec. 1).

  • Specifies that when applicable to the grade level or subject area taught by a teacher, the data may include the “value-added progress dimension” and at least 1 other measure to demonstrate student learning (Sec. 1).

  • Authorizes one of the measures to include the following as evidence in any component of a teacher’s evaluation (Sec. 1):

    • Knowledge of the students to whom the teacher provides instruction;

    • The teacher's use of differentiated instruction practices based on the needs or abilities of individual students;

    • The teacher's use of assessment data; and

    • Professional responsibility and growth.

  • Repeals the academic growth measure that was previously used in a teacher’s evaluation (Sec. 1).

  • Prohibits the shared attribution of student performance data among all teachers in a district, building, grade, or content area, specifying that such indicators may still be reflected through student surveys (Sec. 1).
