Title: Increases the State Renewable Energy Target

Vote to pass a bill that increases the state's carbon free electricity goals to 100 percent by 2045.

Highlights:

  • Authorizes a state policy that eligible renewable energy resources and or zero-carbon resources supply 100 percent of retail sales of electricity to California residents by December 31, 2045 (Sec. 1).
  • Exempts retail sellers if it is determined that certain conditions to meet the renewable energy goal are out of their control, including, but not limited to (Sec. 3):

    • Inadequate transmission capacity to allow for sufficient electricity delivery from eligible renewable energy resource projects;

    • Unanticipated curtailment of eligible renewable energy resources; or

    • An unanticipated increase in retail sales due to transportation electrification.

  • Specifies that if a retail seller has been exempted from this act, additional reporting requirements will be established to demonstrate that all reasonable actions are being taken by a retail seller (Sec. 3).

  • Requires that this state mandate not affect resource allocation or the carbon emission levels elsewhere in the western electric grid (Sec. 1).

  • Establishes a state renewable energy target percentage of the following, including, but not limited to (Sec. 2):

    • 33 percent by December 31, 2030;

    • 50 percent by December 31, 2026; and

    • 60 percent by December 31, 2030.
