Title: Amends Certain Charter School Enrollment Requirements

Vote to pass a bill that amends certain enrollment requirement for state charter schools.

Highlights:

  • Exempts schools from evaluation if a school has met each of the following conditions (Sec. 3301.0711):

    • At least 95 percent of students enrolled in the school are children with disabilities that can affect academic performance;

    • The school has only served students with disabilities for at least 10 years; and

    • The schools have provided records of internal testing conducted by the school to the Ohio Department of Education that provides data that is required for accountability purposes.  

  • Requires that chartered schools determine the student’s eligibility for graduation based on the standards for the school’s accrediting body if a student possesses a learning disability (Sec. 3313.612).

  • Requires the department to establish an education management information system advisory council (Sec. 3301.0713).

  • Requires that the department develops and implement an evaluation system that rates and assigns an overall rating to each entity that sponsors a community school (Sec. 3314.016).

  • Requires that the department post the framework for the evaluation system no later than the first day of February each year (Sec. 3314.016).

  • Requires that the department allows for public comment on the evaluation system for 30 consecutive days and compile and post the comments on the department’s website (Sec. 3314.016).

  • Requires that the department post the evaluation system onto the department’s website by the 15th day of July each school year (Sec. 3314.016).   

  • Requires governing authority to adopt an enrollment and attendance policy requiring a student’s parents or guardian to notify the community school in which the student is enrolled at of a change in of the student’s or parent’s primary address (Sec. 3314.03).

  • Requires governing authorities to adopt a student residence and address verification policy for student enrolling in or attending the school (Sec. 3314.03).

  • Requires governing authorities to adopt a policy that specifies the information required to verify a student’s residency (Sec. 3314.11).

  • Prohibits the board of buildings standards from issuing rules that would require schools to construct or repair storm shelters in any school building until September 15, 2019, or in any school building that is already undergoing construction or repairs (Sec. 3781.1010).
