Highlights:

 

  • Appropriates $8 billion to the Environmental Protection Agency (EPA) for fiscal year 2019 (Division A, Title II).

  • Appropriates $35 billion to the Department of Interior for fiscal year 2019 to be allocated out to the following services and agencies, including, but not limited to (Division A, Title III):

    • The Bureau of Land Management;

    • The Bureau of Ocean Energy Management;

    • The US Geological Survey; and

    • The Office of Surface Mining Reclamation and Enforcement.

  • Appropriates $13 billion to the National Parks and Fish and Wildlife Services for fiscal year 2019 (Division A, Title III).

  • Appropriates $11.6 billion to the International Revenue Service (IRS) to cover administrative costs for fiscal year 2019 (Division B, Title I).

  • Appropriates a total of 11.8 billion to the Federal Communications Commission (FCC) and the Securities and Exchange Commission (SEC) for administrative costs for fiscal year 2019 (Division B, Title II).

  • Appropriates $9 billion to the Bureau of Indian Affairs and Education and Indian Health Services for administrative costs for fiscal year 2019 (Division A, Title III).

  • Appropriates $8 billion to the Department of Interior’s Water Management Account for water infrastructure projects for fiscal year 2019 (Division A, Title III).

  • Prohibits any of the funds in this act from going toward paying attorney fees associated with a settlement with the Federal Government that arose under any of the following acts, including, but not limited to (Division A, Title IV, Sec. 416):

    • The Clean Air Act;

    • The Federal Water Pollution Control Act; or

    • The Endangered Species Act of 1973.

  • Prohibits any of the funds in this act from being used to require the reporting of greenhouse gas or methane emissions from manure management systems (Division A, Title IV, Sec. 417).

  • Authorizes the Secretary of Interior at the end of fiscal year 2019 to remove the Gray Wolf species listed under the Endangered Species Act of 1973 from the list of threatened or endangered species (Division A, Title I, Sec. 116).

  • Repeals from law, and prohibits any funds under this act from being used to pay for the cost of the assisted suicide “Death With Dignity Act of 2016” from law (Division C, Title VIII, Sec. 817).

  • Prohibits any funds made available by this act to the Internal Revenue Service from denying the tax exempt status to churches that participate in any political campaign for public office (Division B, Title I, Sec. 112).

  • Repeals the Clean Water Rule for waters of the United States that defines the scope of waters protected under the Federal Waters Pollution control Act (Division B, Title IV, Sec. 431).
