  • Requires that an enclosure provides enough room for a dog to turn in a complete circle, lie down, and fully extend its limbs (Sec. 1).

  • Establishes minimum standards for temperature, ventilation, and lighting (Sec. 1).

  • Prohibits housing a puppy that is 4 months old or younger with an adult dog that isn’t the puppy’s dam or foster dam (Sec. 1).

  • Requires providing a whelping area separate from all other animals for each dam and her nursing puppies (Sec. 1).

  • Defines a “high volume breeder” as an establishment that takes care of 6 or more breeding dogs and does at least one of the following in any given calendar year (Sec. 1):

    • Sells 5 or more dogs to a dog retailer or pet store;

    • Sells 40 or more puppies to the public; or

    • Takes care of 60 puppies under 6 months of age that have been bred and primarily raised on the premises of the establishment.

  • Exempts all of the following from the requirements of this bill (Sec. 1):

    • Shelters operated by a municipal corporation or by a county in Ohio;

    • Research kennels and medical kennels for dogs;

    • Veterinarians that do not breed dogs; and

    • Animal shelters operated by a humane society.
