Title: Establishes Civic Information Consortium

Vote to concur with Senate amendments and pass a bill that establishes the New Jersey Civic Information Consortium.

Highlights:

 

  • Establishes the New Jersey Civic Information Consortium, for the purpose of advancing research and innovation in media technology, which consists of the following member universities (Sec. 3):

    • The College of New Jersey;

    • Montclair State University;

    • New Jersey Institute of Technology;

    • Rowan University; and

    • Rutgers, The State University.

  • Requires that the Consortium have a board of 15 directors appointed in the following manner (Sec. 4):

    • 2 members appointed by the governor, not of the same party;

    • 1 member each appointed by the president and minority leader of the senate;

    • 1 member each appointed by the speaker and minority leader of the assembly;

    • 1 member each appointed by the presidents of the member universities, no more than 3 of whom are from the same party; and

    • 4 members appointed by majority vote of the 11 other members, no more than 2 of whom are from the same party.

  • Requires that each member university focus its initiatives in 1 area of expertise determined by the board in order to increase collaboration between member universities (Sec. 6).

  • Establishes an application process for grants from the Consortium (Sec. 7).
