Title: Amends Payback Rate for Excess Solar Energy
Vote to pass with amendment a bill that amends the payback rate for residents who want to sell their excess solar energy to utilities companies.
Repeals provisions that originally authorized homeowners who produce solar energy to sell excess power back to utilities companies at retail value, the same price at which they purchase power (Secs. 3-6).
Specifies the following changes, which will be made in order to implement the new system (Secs. 3-6):
Any individual who owned or installed a solar system prior to December 31, 2017, will receive the original net metering benefits (at retail value) until the year 2047, after which point any excess energy may only be sold back at wholesale value;
Any individual installing a system prior to January 1, 2022, will receive the original net metering benefits (at retail value) until the year 2032, after which point any excess energy may be sold back at wholesale value; and
Any individual installing a system after the year 2022 will receive net metering benefits under the new system at wholesale value.
