Vote Smart's Synopsis:

Vote to adopt a conference report, commonly known as the "farm bill," that amends funding for, and regulations of, various Department of Agriculture (USDA) programs.

Highlights:

• Reduces the gross salary limit for farmers to receive subsidies from $900,000 to $700,000 (Sec. 1706).

• Amends the federal pesticide law by prohibiting local governments from restricting pesticide use on private property within their jurisdictions (Sec. 9111).

• Amends the Agricultural Marketing Act of 1946 by adding the production of hemp to the end of it (Sec. 10111).

• Defines “hemp” as the plant Cannabis sativa L. and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on on a dry weight basis (Sec. 10111).

• Requires the Secretary to conduct a study of agricultural pilot programs to determine the economic viability of the domestic production and sale of industrial hemp, and reviews each agricultural pilot program and any other agricultural or academic research relating to industrial hemp (Sec. 7415).

• Reduces the years of experience required for a farmer or rancher to be eligible for a farm ownership loan from 3 years’ experience to 2 years’ experience (Sec. 5101).

• Establishes new minimum broadband standards for projects financed through the USDA (Sec. 6101).

• Amends the Consolidated Farm and Rural Development Act by adding the following (Sec. 5103):

• The lesser of the value of the farm or other security;

• The lesser in the case of a loan other than a loan guaranteed by the Secretary, $600,000 for each of the fiscal years 2019 through 2023; and

• The lesser of a loan guaranteed by the Secretary, $1.75 million for each fiscal years 2019 and 2023.

Vote to pass a bill, commonly known as the "farm bill," that amends funding for, and regulations of, various Department of Agriculture (USDA) programs.

Highlights:

• Reduces the gross salary limit for farmers to receive subsidies from $900,000 to $700,000 (Sec. 1706).

• Requires individuals between the ages of 18 and 59 to work or do job-training for at least 20 hours a week in order to be eligible for benefits under the Supplemental Assistance Program (SNAP) (Sec. 4015).

• Exempts individuals who are pregnant or caring for a child under the age of 6 or for an individual with substantial health limitations from the requirements mentioned above (Sec. 4015).

• Amends the federal pesticide law by prohibiting local governments from restricting pesticide use on private property within their jurisdictions (Sec. 9111).

• Requires farmers to make a one-time election to obtain either price loss coverage or agricultural risk coverage for the crop years 2019 to 2023 (Sec. 1112).

• Reduces the years of experience required for a farmer or rancher to be eligible for a farm ownership loan from 3 years’ experience to 2 years’ experience (Sec. 5101).

• Increases the farm ownership loan limit from $700,000 to $1.75 million (Sec. 5103).

• Establishes new minimum broadband standards for projects financed through the USDA (Sec. 6101).

• Repeals the Conservation Stewardship Program (Sec. 2801).

• Exempts forest management activities that have a rating of 10 average megawatts or less from any EPA requirement to prepare an environmental assessment or an environmental impact statement (Sec. 8312).
