Title: Creation of a Bipartisan Redistricting Commission
Vote to pass a constitutional amendment that creates a bipartisan commission to redraw Virginia's Congressional districts every ten years.
- Specifies that the Virginia Redistricting Commission will redraw congressional and state legislative districts after each census [sec. 6(a)]. - Prohibits the creation of districts favoring a political party or incumbent legislator or member of Congress [sec. 6(c)]. - Ensures a bipartisan commission made of 6 members of each political party who then choose the 13th member [sec. 6(f)]. - The Virgina Supreme Court will choose the 13th member if the 12 partisan members cannot agree [sec. 6(f)].
NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES MAJORITY APPROVAL IN EACH CHAMBER IN TWO SUCCESSIVE SESSIONS. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
