Title: Requires Panic Alarms in Public Schools
Vote to pass a bill entitled "Alyssa's Law" that requires public schools to have a silent panic alarm that alerts police when there is an active shooter.
Requires public elementary and secondary schools to have a panic alarm for use in a security emergency such as a non-fire evacuation, lockdown, or active shooter situation (Sec. 2).
Specifies that the panic alarm must not be audible within the school building and must send a signal or message to law enforcement once it is manually activated (Sec. 2).
Requires public schools to also have a highly visible red emergency light outside of the building that automatically turns on when the panic alarm is activated (Sec. 2).
Requires the red emergency light to be affixed to the exterior of the building above or near the front entrance and visible from the nearest public road (Sec. 2).
Specifies that if the school is not visible from the nearest public road, then the red emergency light must be placed on that road (Sec. 2).
Requires the proceeds of bonds authorized for school facilities projects to be used to pay for the costs of the panic alarms and emergency lights (Sec. 3).
