Vote to pass with amendment a bill that requires an individual to work an average of 80 hours per month as a condition of receiving medical benefits.

Highlights:

• Amends the Social Welfare Act to add work requirements to the Medical Assistance Program (Sec. 107B).

• Requires an employee to work an average of 80 hours per month to remain eligible for medical assistance (Sec. 107B).

• Requires able-bodied recipients to verify compliance on a monthly basis and report family income quarterly or any income changes within 10 days (Sec. 107B).

• Prohibits a recipient from receiving medical assistance for 1 year if they do not comply within 30 days of receiving their first warning of noncompliance (Sec. 107B).  

• Exempts pregnant individuals, individuals receiving disability or unemployment benefits, full-time students, and anyone with a medical condition that limits their ability to work (Sec. 107B).  

• Exempts caretakers of an individual under the age of 6 as well as caretakers of an individual with a disability who needs their full-time care (Sec. 107B).  

• Exempts an individual who has been incarcerated within the past 6 months as well as anyone under the age of 21 who has previously been in foster care (Sec. 107B).

• Requires the DHHS to implement these requirements by October 1, 2018, and to give 90 days' advance notice to recipients (Sec. 107B).  

• Specifies that meeting these requirements may count towards meeting the work requirements of other public assistance programs (Sec. 107B).

• Requires the Department of Health and Human Services (DHHS) to apply for a Federal waiver to establish the work requirements as a condition of receiving medical assistance (Sec. 107A).  

• Requires the DHHS to include in its implementation of the waiver a requirement of 29 hours average a week per month of qualifying activities (Sec. 107A).  

• Requires able-bodied recipients to verify compliance on a monthly basis and report family income quarterly or any income changes within 10 days (Sec. 107A).
