Highlights:

  • Authorizes the Secretary of the Army Corps of Engineers to operate the FCRPS in a manner consistent with the Endangered Species Act until the following dates, including, but not limited to (Sec. 2):

    • The date issued after the completion of the environmental impact statement; or

    • September 30, 2022.

  • Authorizes the Secretary to amend the Endangered Species Act based on any of the following determinations, including, but not limited to (Sec. 3):

    • Amendment is necessary for public safety, transmissions and grid reliability; or

    • The actions, operations, and other requirements that the amendment would remove are not longer warranted.

  • Prohibits any structural modification, action, study, or engineering plan that restricts electrical generation at any Federal Columbia Power System hydroelectric dam or limits navigation on the Snake River in the state of Washington, Oregon, or Idaho (Sec. 4).

  • Defines “FCRPS” as the Federal Columbia River Power System (Sec. 1).
